Forgiveable Loan Program

Why participate?

The City of Spokane's Community Development Department sponsors this program, which Kiemle & Hagood administers. The Program provides an average of $10,000 per unit in lead grants to owner occupants with children under 6 years or landlords who rent to low income families. The grants address lead based paint or lead based paint hazards.

Who can apply? You may be eligible if:

  • Property is in the City of Spokane
  • Property was built before 1978
  • Owner occupant must have child under 6 years old
    • Living in the home
    • Visiting more than 6 hours a week (includes daycare)
    • Pregnant woman living in home
  • Two or more bedrooms per unit
  • Landlord must rent to low-income tennents and agree to give a preference to families with children under 6.

Program priorities

  • Children under 6 years with Elevated Blood Lead Level
  • In-home daycare facilities
  • Rentals with failed HQS due to paint condition
  • Properties with identified lead paint hazards
  • Properties built before 1940
  • Properties located in targeted Community Development neighborhoods
  • Properties owned by non-profits

What can be done?

A FREE Lead Test and Risk Assessment will be performed on the property (this is at least a $500 value!). Based on the assessment and identified lead paint hazards a Work Order will be created that addresses the lead paint hazards identified in the test and assessment. Typical work items include:

  • Interior and exterior paint
  • Vinyl siding installation
  • Window replacement
  • Door replacement
  • Soil treatment
  • Carpet replacement
  • Stair tread replacement
  • Special lead dust cleanup procedures

How does the work get done?

All work will be completed by a State of Washington Certified Lead Abatement Supervisor. These individuals are qualified, professional contractors and the work completed will be in accordance with local building codes. We will manage the bidding process, payment requests and any changes to the work at no cost to the owner.

How do I pay for the work?

Lead Safe Spokane provides an anticipated average of $10,000 per unit in a forgiveable loan secured against the property. 90% of the project costs will be forgiven over a 3-year compliance period. The remaining 10% of the loan will accrue 3% simple interest with payments deferred.
