Why participate?
The City of Spokane Community Development Department sponsors this program, administered by Kiemle & Hagood Company. The Program provides an average of $10,000 per unit in lead grants to owner occupants with children under 6 years old or landlords who rent to low-income families. The grants address lead based paint or lead based paint hazards.
Who can apply?
- If you own property in the City of Spokane
- If the property was built before 1978
- If the property is owner occupied, the owner must be under 80% of Area Median Income AND have child under 6 years old.
- Living in the home
- Visits more than 6 hours/week (includes daycare)
- Pregnant woman
- If the property is a rental, the landlord must rent to low-income families, and agree to give a preference to families with children under 6 years old.
- The majority of the units must be two or more bedrooms
- The current tenants must be below 50% and 80% of Area Median Income (20% may be over 80% IF there are more than 5 units)
Program priorities:
- Children under 6 years with an Elevated Blood Level
- In-home daycare facilities
- Rentals with failed HQS due to paint condition
- Properties with identified lead paint hazards
- Properties built before 1940
- Properties located in targeted Community Development neighborhoods
- Properties owned by non-profits
What can be done?
A free Lead Test and Risk Assessment will be performed on the property. This is at least a $500 value. Based on the assessment and identified lead paint hazards, a Work Order will be created addressing the lead hazards indentified in the test and assessment. Typical work items include:
- Interior and/or exterior paint
- Exterior paint or vinyl siding installation
- Window replacement
- Door replacement
- Soil treatment
- Carpet replacement
- Stair tread replacement
- Special lead dust cleanup procedures
How does the work get done?
All work will be completed by the State of Washington Certified Lead Abatement Supervisor. These individuals are qualified, professional contractors and the work completed will be in accordance with local building codes. Kiemle & Hagood Company manages the bidding process, payment requests and any changes to the work at no cost to the owner.
How do I pay for the work?
Lead Safe Spokane provides an average of $10,000 per unit as a 3% fixed rate loan secured by a note and deed on the property. Ninety percent (90%) of the cost of the project will be forgiven over the three years, (30% forgiven each year).
